This is the fifth of five columns on the five major candidates for San Jose mayor.
When Supervisor Dave Cortese was 6 years old, a Jesuit brother trekked through the dirt clods of the family's prune orchard in Evergreen, pounded on the door, and asked Cortese's mother a question that held the knife edge of judgment: "Is this kid enrolled in catechism?"
So began a lifetime connection for Cortese with an area in East San Jose anchored by Most Holy Trinity Catholic Church -- and, across the street, Overfelt High School. As a man who has played catcher on competitive softball teams for decades, Cortese calls it home base.
The supervisor can tick off the legacy. He went to catechism at Most Holy Trinity and still sometimes attends Mass there during the week. As a member of the East Side Union High School board, he helped tamp down the violence that claimed a young child's life not far away. As a supervisor, he hired a staff member to counsel troubled neighborhood youth. Working with the Jesuits, he sponsored a gun buyback at the church.
Cortese's choice of place told me two things: First, he's unafraid to talk about his spirituality. "I believe whatever mission I have in life is spiritually based," said Cortese, whose home church is now St. Francis of Assisi. "I believe in politics as a vocation. Politics is not that different than a ministry, if you do it that way."
[B]PRECEDENT[/B]
The second is that Cortese, 57, is very much a lawyer, summoning precedent and personal connections. While this often takes him down a rabbit hole of bureaucratic anecdotes -- he has a way of losing his audience when he talks about joint use agreements -- his loyalty to his home turf runs undeniably deep.
This year, unlike in his run for mayor eight years ago, Cortese carries the standard for labor. He is the one candidate among the five major contenders who has spoken out against Mayor Chuck Reed's Measure B pension reform. And he has tried to make rebuilding the Police Department the central plank of his campaign.
Cortese insists that he is for pension reform -- but it's clear that he means much less aggressive change. A decision by the city to end the litigation on Measure B and increase the number of cops would inevitably raise questions about a new sales tax, which Cortese has called "premature" for now.
The supervisor comes to his second mayoral campaign with a political lineage on both sides of his family. On his mother's side, he is the grandson of Ed Donovan, a Santa Clara councilman. Cortese's father is Dom Cortese, a former supervisor and assemblyman.
[B]OLDEST OF FIVE[/B]
Dave Cortese grew up as the oldest of five kids, attending Bellarmine, UC Davis and Lincoln Law School. After eight years on the East Side Union High School board, he was elected to the City Council in 2000 and to the Board of Supervisors in 2008. In the 2006 mayoral election, he finished a disappointing fourth among the five major candidates.
San Jose political insiders sometimes point to what they see as a chip on the supervisor's shoulder -- the perception that his Evergreen family is not taken as seriously as the McEnery or DiNapoli or Liccardo clans, old San Jose families that have produced mayoral candidates (Tom McEnery, Michael Mulcahy, Sam Liccardo).
I sensed some of that resentment when Cortese took me around his homestead and family shopping center in 2006. This year, I saw a more mature and confident candidate, a man reconciled to the idea that not everyone will like him.
"There are some times in politics when you absolutely have to say yes or no, period," he said. "And I've become much better at that over the years."
[B]CHALLENGED[/B]
At mayoral forums, however, Cortese has at times fumbled his facts, sometimes seriously. At the Silicon Valley Leadership Group forum, he declared that San Jose had the fastest rate of crime growth of any American city -- which isn't true: Some 30 other California cities had higher increases in 2012. (Cortese has corrected this in recent mayoral forums.)
Another odd moment came at a forum at Gunderson High School, when Cortese said he couldn't remember how he had voted on Measures V and Measure W in 2010 (V weakened binding arbitration, and W dealt with a two-tier pension system).
He was challenged by a rival, Councilwoman Rose Herrera, who pointed out that she had received mailers from his family opposing V and W. Some of those mailers featured Cortese's father, Dom. An angry Dave Cortese then responded, "Leave my family out of this."
It turns out that's hard to do. Family is very much present in Cortese's political life. In 2012, for example, his wife, Pattie, appeared on fliers opposing Mayor Reed's Measure B pension reform.
While Cortese says that Pattie and his father make their own decisions, his critics say it's hard to believe that a veteran politician isn't aware of how their positions will be interpreted by the public (Cortese has four children, ages 14 to 29, two with Pattie and two by a previous marriage).
This much is indisputable. The fiery competitiveness of the old softball catcher still fuels Cortese's ambition. In my four decades of covering San Jose politics, I've never seen a serious candidate run a second time for mayor eight years after losing.
A single word best describes this man who dodges brickbats and keeps coming after a job voters once denied him. Call Dave Cortese dogged.

Kính Thưa Quư Vị Cử Tri,
39 năm trước đây một làn sóng người Việt trốn chạy chế độ Cộng Sản Việt Nam đă bắt đầu cho việc tạo thành những cộng đồng người Việt Tỵ Nạn Cộng Sản trên đất nước Hoa Kỳ. Sau bao nhiêu thăng trầm - hôm nay chúng ta đă lớn mạnh và phát triển trên nhiều phương diện văn học, kinh tế, chính trị và xă hội. Hiện nay có trên 200 ngàn cư dân gốc Việt sinh sống tại Hạt Santa Clara, v́ vậy nhu cầu đời sống của người Việt cần được chính quyền địa phương quan tâm. Nhân dịp bầu cử sơ bộ vào đầu tháng 6 sắp tới đây, lá phiếu của cử tri gốc Việt rất cần thiết và quan trọng trong việc bầu chọn các ứng cử viên có khả năng, kinh nghiệm và tấm ḷng phục vụ cho cộng đồng người Việt chúng ta.
Ủy Ban Vận Động Chính Trị Liên Đoàn Cử Tri,
Xét rằng:
1. Trong hơn 8 năm qua, Nghị Viên Madison Nguyễn đă không thực hiện các lời hứa hoặc đáp ứng các nguyện vọng của cử tri trong khu vực bà đại diện nói riêng và cộng đồng Việt Nam nói chung. Từng đứng đầu Uỷ Ban Đặc Nhiệm Ngăn ngừa Băng đảng bà Madison đă thất bại, tỉ lệ tội phạm và tệ nạn xă hội đă gia tăng trầm trọng hơn. Lá phiếu của bà Madison Nguyễn ủng hộ Measure B khiến nhân viên công lực và cứu hoả trong thành phố bị giảm thiểu đă ảnh hưởng rất nhiều đến vấn đề an ninh của thành phố San Jose.
2. Trong vai tṛ một dân cử gốc Việt, bà Madison Nguyễn chưa hề có những nỗ lực để bênh vực người dân như trong trường hợp anh Daniel Phạm bị cảnh sát bắn chết với 12 phát đạn. Bà không hề vận động để các cơ quan chính phủ gia tăng thuê mướn người Việt. Khi về thăm Việt Nam năm 2011, bà Madison Nguyễn lại gián tiếp kêu gọi Việt Kiều hợp tác giao thương với Cộng Sản dù nhà cầm quyền đang thẳng tay cướp đất cướp nhà dân, đàn áp phong trào dân chủ, bắt bớ giam cầm những ai tranh đấu cho nhân quyền, tự do.
3. Khu vực 7 là nơi tập trung đông nhất cư dân gốc Việt sinh sống tại thành phố San Jose, trong hơn 8 năm qua cộng đồng người Việt mỏi ṃi chờ đợi để có được một Trung Tâm Sinh Hoạt Cộng Đồng, để có một nơi ổn định sinh hoạt cho đồng hương mọi giới đặc biệt là quư vị cao niên và thiếu nhi. Một yêu cầu khiêm tốn như vậy mà Nghị Viên gốc Việt Madison Nguyễn không làm được th́ chúng ta c̣n có thể trông mong ǵ nếu bà đắc cử Thị Trưởng!
4. Đơn vị 17 Liên Bang hiện có nhiều cư dân gốc Việt cư ngụ, tuy nhiên trên 14 năm qua Dân Biểu Mike Honda đă thiếu quan tâm để lên tiếng bảo vệ các tù nhân lương tâm bị nhà cầm quyền Cộng Sản Việt Nam bắt giữ, cũng như không vận động cho các dự luật nhân quyền cho Việt Nam tại Quốc Hội Hoa Kỳ.
Xét rằng:
1. Ứng cử viên Dave Corteselà người có kinh nghiệm nhất đối với các Ứng cử viên khác v́ ông đă có 8 năm làm Nghị viên thành phố San Jose và 6 năm quản trị quận hạt Santa Clara. Trong hơn 20 năm qua ông Dave Cortese đă có nhiều công lao đóng góp vào sự lớn mạnh và an ninh cho cư dân thành phố San Jose và Hạt Santa Clara. Ngoài ra, UCV Dave Cortese là người bạn thân thiết với cộng đồng người Việt - qua các lần ông vận động hoặc yểm trợ cho quyền lợi của cư dân người Việt tại Hạt Santa Clara về các phương diện sức khoẻ, nghề nghiệp, văn hóa, chính trị. Ông Dave Cortese là một người dân cử đúng nghĩa, hết ḷng phục vụ và quan tâm sâu sắc đến người dân.
2. Ứng cử viên Luật Sư Nguyễn Tâm là một nhà hoạt động kinh nghiệm đấu tranh binh vực người cô thế. Ông đă nhiều lần tự nguyện giúp đỡ và đ̣i hỏi công bằng cho các vị cao niên và giới lao động nghèo khổ. Ứng cử viên Nguyễn Tâm là người thích hợp đại diện cho quyền lợi và tiếng nói của cử tri Khu vực 7 trong thành phố San Jose.
3. Ứng Cử Viên Ro Khana đang hành nghề luật, hiện là giảng viên Đại Học Stanford và Santa Clara. Trước đây ông Rho Khana từng làm phụ tá Bộ Trưởng Thương Mại cho Tổng Thống Obama. Nay ông muốn đóng góp khả năng và kinh nghiệm của ḿnh để phát triển kinh tế vùng Thung Lũng Điện Tử. Ông Ro Khanna hứa hẹn sẽ quyết tâm tranh đấu cho dân chủ, nhân quyền và tự do tôn giáo tại Việt Nam. V́ những lư do nêu trên, Ủy Ban Vận Động Chính Trị xin kêu gọi cử tri hăy đi bầu đông đảo và dồn phiếu cho các Ứng Cử Viên sau đây:
1. Ứng Cư Viên Dave Cortese cho chức vụ Thị Trưởng thành phố San Jose,
2. Ứng Cử Viên Luật Sư Nguyễn Tâm cho chức vụ Nghị Viên Khu Vực 7,
3. Ứng Cử Viên Ro Khana cho chức vụ Dân Biểu Liên Bang Hoa Kỳ.

Sam Liccardo is the best choice for mayor of San Jose.
In a field of five to succeed Chuck Reed, Liccardo is by far the most thoughtful, creative and capable of lifting the city beyond its fiscal limitations to thrive as the urban heart of Silicon Valley.
In fact, he wrote the book.
Following the example of David Pandori, a strong contender in the 2006 mayor's race, Liccardo has written about his plans and ideas on his web site and will distribute a paper version. Political operatives mock the strategy; voters want sound bites, not substance, they say. We think they're wrong.

Liccardo's main flaw is trying to solve every problem. He'll need to focus more as mayor. But he is best prepared to lead without slipping back into financial instability, and he has the right values for a city this diverse in ethnicity and income levels.
The mayor's race will be decided in a November runoff between the top two finishers June 3. Dave Cortese, a Santa Clara County supervisor and former San Jose City Council member, is likely to make the cut because he alone has the solid support of unions -- the South Bay Labor Council, public employee unions and the Democratic Party. (All the candidates are Democrats, but the party here is synonymous with labor.)
City Council members Rose Herrera, Madison Nguyen, Pierluigi Oliverio, Liccardo and 70 percent of San Jose voters supported Measure B, Reed's pension reforms, which Cortese opposed. The measure needs tweaking -- probably more than Liccardo suggests -- but the priority of stabilizing city finances is the defining issue of this campaign.
For those who believe increasing pay and benefits is the only way to improve city services despite continuing budget deficits, Cortese is the choice. It is a choice to return to the past.
On the big issues, Cortese speaks in generalities that sound reassuring but often lack grounding in facts. He panders to unions -- for example, suggesting the city revisit a proposal by public safety unions to join CalPERS' pension plan, a strategy columnist Daniel Borenstein skewers on the opposite page.
Because of this, any of the other candidates would be better than Cortese, but three have less to offer than Liccardo:
• Rose Herrera has a record of accomplishment in Evergreen and has good ideas for economic development. But she lacks the temperament to be mayor.
• Madison Nguyen's life is an inspiration -- a classic tale of an immigrant emerging from poverty to achieve the American dream. But in nine years in office, she never made a citywide policy proposal until last month.
• Pierluigi Oliverio is popular in his Willow Glen-Rose Garden district and has accomplished some citywide goals. But it's hard to see him as mayor of all of San Jose. He seems not to grasp why low-wage earners need to be able to live here or why the city should help the homeless.
This is where Liccardo shines. He was working on the homeless problem before it got front-page headlines, recruiting the Downtown Streets Team project to expand to San Jose. It was his idea to explore turning underutilized motel rooms into efficiencies for low-income housing. Affordable housing is as important for the region's economy as building homes for well-paid tech workers, and Liccardo understands that.
Public safety is always number one on voters' minds, and the police union vehemently opposes Liccardo. Of course unions would rather work with Cortese, but if Liccardo wins, they'll deal with him. We're confident he can rebuild the bridge between city employees and the mayor's office that has crumbled over the past seven years.
Read the book (samliccardo.com). You won't agree with all of it, but you'll be impressed by the thought Liccardo has put into leading the city. He has the intelligence and the heart to be mayor of San Jose, and he deserves the chance.

Kính gởi qúy cử tri người Mỹ gốc Việt,
Trong thời gian qua, quư vị chắc đă nghe nh́ều quảng cáo kêu gọi bỏ phiếu cho UCV Madison Nguyễn vào chức vụ Thị Trưởng Thành Phố San Jose. UBVĐCTLĐCT thấy rằng, chúng tôi có bổn phận lên tiếng về việc này hầu giúp cử tri xử dụng lá phiếu một cách sáng suốt, không bầu cho một người không xứng đáng vào chức vụ này.
Trước tiên chúng tôi xin bàn về tư cách cũng như khả năng lănh đạo của bà Madison Nguyễn trong chức vụ dân cử. Bà Madison hoàn toàn không thấy sự bất b́nh thường khi bà đồng ư và yêu cầu cơ quan tái phát triển của TP làm việc với ông chủ khu shopping Vietnam Town để dùng tên Vietnam Town cho toàn bộ khu thương mại trên đường Story nhằm quảng cáo cho khu shopping của ông. Không những thế, bà c̣n định ém nhẹm, không đem dự án này ra bàn thảo với công chúng.
Là một vị dân cử, nhưng bà Madison hoàn toàn không có một sự tôn trọng nào đối với cử tri. Khi người đân thấp cổ bé miệng như chúng ta đến ṭa thị chính để nói lên nguyện vọng chính đáng của minh th́ bị bà Madison thóa mạ rằng, chúng ta là những người có thời ǵan rănh rổi, ăn không ngồi rồi, tức không có công ăn việc làm. Đây có phải là điều qúy vị mong đợi từ một bà TT tương lai không?
Không những bà Madison dùng mọi thủ đoạn chống lại tên gọi Little Saigon mà theo chính bà giải thích là v́ âm hưởng chống cộng của tên gọi này. Cá nhân bà đă về Việt Nam và khen ngợi các chính sách hỗ trợ của nhà cầm quyền CS Việt Nam đối với các thương gia Việt kiều, gián tiếp kêu gọi người Việt hải ngoại về đầu tư, bất chấp chế độ độc tài CSVN ngày càng gia tăng đàn áp nhân quyền trong nước. Nếu bà Madison đắc cử chức vụ TT lần này, ai dám chắc rằng TP San Jose sẽ không kết nghĩa với một TP nào đó ở VN và mời gọi các nhà [COLOR="#FF0000"]tư bản đỏ [/COLOR]sang đầu tư tại San Jose.
V́ những lư do trên, UBVĐCTLĐCT tha thiết kêu gọi qúy cử tri người Mỹ gốc Việt đồng ḷng không bỏ phiếu cho bà Madison Nguyễn vào chức vụ thị trưởng TP San Jose trong cuộc bầu cử sơ bộ ngày 3 tháng 6 này.
