    Đảo Đài Loan, trước đây khoảng vài bốn chục năm, cũng đă xảy ra trường hợp xung khắc giữa Đài Loan và Hoa Lục. Ngăn giữa Đài Loan và Hoa Lục, c̣n có hai đảo nhỏ là ; Kim môn và Mă tổ..
    Hai bên ḱnh nhau.. trên trời đôi bên đều gởi máy bay chiến đấu lên, bay dọc theo biên giới của ḿnh. Cả hai bên đều nh́n thấy nhau, nhưng không vẫy tay chào nhau. Thế rồi giằng co đến nỗi Hạm đội 7 phải gởi Tuần dương hạm ddi vô eo biển nằm giữa hai nước. Ít lâu sau đôi bên mệt, đều tự rút ra thôi không hầm hè nhau nữa .

    Cách đây cả trăm năm, nhà Thanh đă cắt đảo Đài Loan nhường cho Nhật, đảo được Nhật bảo hộ. Sau 1945 th́ Nhật trả lại cho Tầu Tưởng giới Thạch, nhưng vẫn dành quyền ưu tiên cho Nhật., v́ dân Tầu nay ăn ḿ một sợi và nới tiếng xứ hoa Anh đào, uống ruợu Sa kê .. cho nên Nhật đem một số công nghiệp sang Đài Loan.
    Bây giờ tuy nói là về phe với Cao bồi, nhưng có lẽ Đài Loan sẽ nghiêng về Nhật nhiều hơn.
    Chờ xem , hiện t́nh th́ bề ngoài là vậy mà bên trong sẽ xảy ra truyện ǵ th́... xin đợi xem ;
    chắc là qua Tết Âm Lịch, ba ngày Tết cũng quan trọng lắm. Múa Lân hay đốt pháo thăng thiên ./.

    Why Abe Is Seeking a Settlement with Russia?

    Vladimir Putin is slated to visit Japan on December 15 and 16. He will arrive at a small airport on the western edge of Japan's main island and stay at a traditional onsen (hot spring) inn located in the hometown of Prime Minister Shinzo Abe. There, Messrs. Putin and Abe will hold an unusual tête-à-tête — one between two middle-aged, naked men, bathing in the warm waters of Nagato city.

    The ultimate goal of the prime minister is to forge, at long last, a bilateral peace treaty formally ending World War II, something that has eluded the two sides due to a dispute over the sovereignty of four islands north of Japan that the Red Army seized two weeks after the war ended. The task is formidable, but if the two leaders can resolve the territorial dispute, the path to a peace treaty will be cleared.

    Were this a sumo match, this would be the first time since Mr. Putin returned to power that Tokyo had a wrestler both heavy enough and sufficiently resolved to fight Moscow. A Japanese premier in office only for a year or two would never be able to enter the ring. Shinzo Abe has accrued political muscle over nearly four years in office and is the most important new factor in helping to break the long stalemate between the two sides.

    The second new factor is that Shinzo Abe has incentivized Vladimir Putin to enter the ring. Based on the Russian President's most recent annual “state of the union” address to the Russian parliament, Tokyo developed an eight-point plan for promoting bilateral cooperation.

    At the top of the list are proposals to help improve Russia's health care and its urban infrastructure—areas that Mr. Putin often talks about because they are such a major concern to ordinary Russians. Mr. Putin made it known to the Russian public that he is greatly appreciative of the Japanese proposal, as it is salable in Russia's domestic context. They are also areas in which Japan’s private sector is interested in investing and helping design and develop.

    The third new factor contributing to possible bilateral progress is the narrowed strategic space that Japan now has. Never before in Japan's modern history has she been sandwiched between the “bear” to the north and the “dragon” to the south when both countries were powerful at the same time. Both nuclear powers, the former remains keen on rebuilding its military prowess while the latter seeks to expand its maritime dominance at a pace hitherto unseen. Moreover, North Korea, another nuclear power, continues to ratchet up tensions in Northeast Asia by testing its nuclear weapons and the missiles that could deliver them. In this unstable regional context, it makes more strategic sense than at any time for Japan to forge a peace treaty with Russia.

    The ring has thus been set. Messrs. Putin and Abe will have their longest engagement ever on December 15, and it will attract attention from around the world.

    Yet Prime Minister Abe faces a greater challenge than President Putin. Brexit, a weakened Europe, the political vacuum unavoidable in the United States as it goes through its presidential transition, the calmer commodity markets and the Russian fait accompli in Crimea and Syria, all work in Vladimir Putin’s favor.

    Shinzo Abe, by comparison, must strike a delicate balance between his unwavering support for a rules-based international order and the task of convincing the West's “public enemy number one” how important it is for Russia to work with Japan.

    What are the indications, if any, that this time chances of a positive outcome are greater than before? First, it was Mr. Putin himself who initiated the dialogue with Mr. Abe. Second, the two leaders have already met fifteen times—with almost as many tête-à-têtes—in less than four years, indicating that Mr. Putin views Mr. Abe as a formidable counterpart. Third, and most important, Prime Minister Abe takes a realistic rather than optimistic view of the whole process and the actual chance of success.

    Shinzo Abe began his political career in the early 1980s as a secretary to his father, then-Foreign Minister Shintaro Abe. Later in the decade, Mikhail Gorbachev made numerous overtures to the West, leading Foreign Minister Abe to believe that Japan’s long-held dream of getting back the four islands might be possible. As a result, the elder Abe devoted himself wholeheartedly to reaching an agreement with Moscow.

    A young Shinzo Abe bore witness to his father’s fervent efforts: even after Shintaro Abe’s health deteriorated seriously and he was confined to a hospital, he put on a padded jacket to conceal his extreme weight loss and rose from his bed to meet the visiting Russian leader. That was Shintaro Abe's last public appearance before his death; his determination to reach an agreement with the Soviets proved fruitless.

    In the thirty years since witnessing that encounter, Shinzo Abe has arguably become Japan's most seasoned diplomat on Japan-Russia relations. As such, he is fully aware that the likelihood of concluding a final deal with Mr. Putin on December 15 is highly remote. Yet, it is that very awareness that has propelled Mr. Abe to seek a settlement of this interminable problem. “If not us, who? If not now, when?” must be the questions the prime minister asks himself each day.

    A sumo metaphor does not apply here since final resolution will likely take a long time. Yet Shinzo Abe knows that his summit with Vladimir Putin will determine whether that period can be abbreviated.

    A MarketWatch reader recently took to the comments section to hail Donald Trump as “the 21st Century’s Abe Lincoln.” Microsoft’s MSFT, -0.48% Bill Gates on Tuesday offered a flattering presidential parallel of his own in an interview on CNBC:

    ‘In the same way President Kennedy talked about the space mission and got the country behind that. ... I think whether it’s education or stopping epidemics ... [or] in this energy space, there can be a very upbeat message that [Trump’s] administration [is] going to organize things, get rid of regulatory barriers, and have American leadership through innovation.’

    He said that, while they have friends in common, he’d just spoken to Trump for the first time and that “a lot of his message has been about ... where he sees things not as good as he’d like.”

    Gates did say, however, that he hopes Trump doesn’t engage in a trade war with China. “I feel sure that he and the team he brings in around [him], even as they tune things, they won’t want the ‘lose-lose’ that you would get if you start to get large tariff walls,” he said

    “The president-elect is very sophisticated,” Gates added during the interview. “I hope he’s thought through how he’s going to get some adjustment there [in China] without that typical sort of tariff tit for tat.”

    Of course, Warren Buffett, whom Gates counts as a close friend, was a sharp critic of Trump during the election. He called for Trump to release his tax returns and repeatedly questioned his business record and multiple bankruptcies.

    “I would say he understands business, but his record has been better at licensing than putting up his own capital,” the Berkshire Hathaway BRK.A, -1.04% boss and outspoken Hillary Clinton supporter said at the time.

    Report: Obama Threatened Putin With WAR Over Election Hacking Conspiracy Theory

    President used emergency ‘red phone’ system to say ‘armed conflict’ could ensue

    Take this one with a pinch of salt, because it comes from the fake mainstream media, but NBC reported earlier this week that outgoing president Obama actually used an emergency communications system to tell Russian leader Vladimir Putin that if he interfered with US elections, it could lead to armed conflict.

    NBC reports that one of Obama’s senior advisors had urged the president to actually threaten Russia with war in the weeks leading up to the election.

    While the report contends that Obama opted not to speak in such black and white terms, it still claims that the president used the so called ‘red phone’ emergency communication system to send a secure message to Putin warning that there would be grounds for ‘armed conflict’, if he was found to have attempted to influence the election.

    According to the report, which cites “senior U.S. officials,” part of the the message read:

    “International law, including the law for armed conflict, applies to actions in cyberspace. We will hold Russia to those standards.”

    The officials stated that it marked the first time that Obama had used the ‘red phone,’ a system which actually sends an encrypted email relating to cybersecurity issues.

    It is this communication that Obama may have been referring to when he said in a press conference last week that he had ‘direct contact’ with Vladimir Putin.

    “This action was part of our ongoing, rigorous efforts to press the Russian government to halt the actions of those responsible for these cyber attacks.” a White House official told NBC.

    The report adds the following quote from an unnamed official:

    Did the message work? “Look at the results,” said an Obama administration official. “There was nothing done on Election Day, so it must have worked.”

    The notion being that Putin did not attempt to literally manipulate the numbers to throw the election.

    According to some intelligence officials, NBC contends, the warning of armed conflict didn’t go far enough:

    A senior intelligence official told NBC News the message ultimately sent to the Russians was “muddled” — with no bright line laid down and no clear warning given about the consequences. The Russian response, said the official, was non-committal.

    As Infowars reported last week, Obama publicly threatened to ‘take action’ against Russia and Putin over what he and the CIA contends is unquestionable evidence that the nation hacked Democratic party emails and leaked them in an effort to get Donald Trump elected.

    “I think there is no doubt that when any foreign government tries to impact the integrity of our elections that we need to take action,” Obama said. “And we will — at a time and place of our own choosing.”

    The president continued “Some of it may be explicit and publicized. Some of it may not be. But Mr. Putin is aware of my feelings about this because I spoke to him directly about it.” ...

    In our prior article we argued that while the United States’ overreliance on highly expansive weapon systems, particularly in its fights against terrorists and other violent nonstate actors, is from solely a military perspective the best possible option, from a broader economic, political perspective it is not viable—even self-defeating—in the long term. This argument can, in the wake of recent developments, be extended appropriately to the concept of natural security and the defense of the homeland against threats that would normally fall outside the realm of national military defense, like acts of terrorism of various scale. This article seeks to address the rise of the unmanned terrorism, and seeks to illustrate how exactly this poor man’s solution might prove so effective in challenging the notion of security, and as such the political foundation on which Western societies are largely based.

    This is particularly true when it comes to providing security for societies under potential threat by “unmanned terrorism”—unmanned aerial vehicles and, possibly in the near future, other unmanned systems too, used for offensive purposes. That is, UAVs with attached improvised explosive devices or the requisite components for chemical, biological, or radiological action against both soft and hardened targets in Western states. The main problem here is defending against a poor man’s weapon, as the use of IED UAVs is an extremely cheap method of terrorism, capable of inflicting unprecedented fear. The events of 9/11 alone created lasting psychological trauma in Americans. Now we have to consider the psychological impact—the spread of fear—across the United States through potentially dozens or even hundreds of much smaller-scale aerial assaults against the U.S. homeland, from a newly contested U.S. airspace.

    Protecting against IED UAVs would require wide-ranging means of security, particularly if such systems were to be used together in hybrid attack or swarming strategies in line with the terrorist and insurgent convention of a war without fronts. The threat of swarm attacks—nonlinear dispersed operations—occupies an important position in concepts about the future of warfare and terrorism. Few studies have been conducted on the effects of swarming, and fewer still on how the United States, with its current military and security forces, could successfully defeat enemy swarms. This is despite the fact that enemy swarm tactics have been used in some of recent history’s deadliest attacks, like the three-day-long Mumbai terrorist attacks, the militant assault on the Pakistani General Headquarters of the Army in Rawalpindi, and the attack on the Intercontinental Hotel in Kabul. As recently as ten years ago, in-depth research on the concept claimed that swarm attacks could not take place on the ground.

    It remains to be seen if security agencies will be able to deal with the possibility of such threats. Rather than focusing solely on a single individual or small groups of militants, they will need to defend against miniature systems coming from the air, sea and land. Compared to suicide terrorism, the practice of IED-UAVs has a further benefit for violent nonstate actors, while also providing new opportunities for U.S. military and security institutions. Those conducting such strikes have the ability to strike repeatedly. In this sense, the IED UAV method is clearly easily repeated, whereas suicide terrorism is undoubtedly a one-time affair, at least for the body acting as the explosive transport.

    These scenarios raise concern about security agencies’ capabilities, not only to confront these threats, but to do so while considering the financial costs involved. The development of effective countermeasures against such threats has been an area of relatively weak focus, even neglect, on the part of the U.S. military. In principle, defending against such threats would require an enormous increase in manpower, and possibly the development of a new generation of anti-unmanned systems, and the reallocation of both human and nonhuman resources. It further emphasizes the need to mobilize society to be vigilant of new threats from the air—further demonstrating how terrorism and counterterrorism have cultivated the idea of society at war. The question arises whether society would be willing to bear such costs, and possibly more importantly, what would happen if governments are not able to defend against such threats.

    Could the era of unmanned terrorism mean that the Hobbesian contract of Western societies is nearing its end, as citizens, concerned with their own security, now seek to rearm themselves against those threats?

    Hiện nay, hầu như đă đến lúc đưa ra vấn đề này, nếu như mâu thuẫn Trung-Mỹ sâu sắc thêm, Nga áp dụng lập trường nào sẽ có lợi hơn? Là thuyết phục ḿnh tham gia vào “Tổ hợp Thượng Hải” làm vai tṛ hạng hai để xung đột với Mỹ? Hay tái cân nhắc lập trường của ḿnh, liên kết với Mỹ chống lại Trung Cộng?

    Tóm lại, ở một thời điểm nào đó để chống lại ư đồ bành trướng lănh thổ của Bắc Kinh vào vùng Viễn Đông và Siberia của Nga, một liên minh Nga-Mỹ sẽ thành h́nh? Tại sao không? Putin là một con cáo già thủ đoạn chính trị mà không nh́n thấy viễn tượng “Giấc mơ Chệt”? Từ thời Nga Hoàng, mối họa da vàng là cơn ác mộng của Nga tác động vào vùng Viễn Đông của Nga, căng thẳng giữa Nga - Mỹ chỉ là nhất thời.

    Theo nhà phân tách Hramchilin Alexander - viện Nghiên cứu Chính trị & Quân sự Nga – đưa ra nhận định: “Bắc Kinh đă âm thầm chuẩn bị đưa quân PLA làm một cuộc viễn chinh trên bộ “hoành tráng” đánh Nga để tái chiếm lại 2.000.000 km2. Quân số các lực lượng vũ trang TC hiện nay là 2,3 triệu người bao gồm:

    - 850.000 lục quân

    - 235.000 binh sĩ hải quân

    - 398.000 binh sĩ không quân.

    - 4.000 xe tăng loại Type-96 và Type-99 đang tập trung tại đại quân Lan Châu vùng tiếp giáp với lănh thổ Nga.

    - 250 khẩu pháo tự hành hạng nặng PLZ-05 cỡ ṇng 155 ly.

    Bắc Kinh đang chờ thời cơ, đánh Nga ĐCSTQ sẽ có chính nghĩa, đoàn kết được dân tộc Tàu phù ở trong nước và hải ngoại. Đánh Nga sẽ dễ dàng hơn đánh Mỹ, v́ Nga không có đồng minh truyền thống như Mỹ. PLA với ưu thế bộ binh quân áp đảo, áp dụng chiến thuật biển người, tấn công tràn ngập các mục tiêu dễ dàng.

    Nga sẽ không có một chút khả năng nào tái chiếm lại vùng lănh thổ đă lọt vào tay quân PLA, ngoại trừ dùng vũ khí hạt nhân chiến lược và liên minh quân sự với Mỹ. Việc nầy tùy thuộc vào sự sáng suốt của Moskva biết cân nhắc lợi hại: “Liên minh với Mỹ” hay “Liên minh với Tàu Cộng” đằng nào có lợi cho sự tồn vong của nước Nga?     Bá đọc cũng lư thú lắm, nhưng t́nh h́nh thế giowis thay đổi quá nhanh nên hướng đi có khác. Nhất là sự kiện hoà hoăn giữa Putin và Abe qua gặp gỡ mới đây mà Ihunter mới gơ ra ở trên, ngày 15-12/2016.. #916.. Sụ kiên hai đảo Kuri nay thành miền đất giảng hoà. Sau đó riêng Cờ Hoa th́, vụ Tân Tổng thống chưa nhậm chức cũng đă có ngay cuộc gặp gỡ với Abe. C̣n giữa Mai quế lộ và Whisky th́ chẳng lẽ không có allo một tiếng hay sao ? tuy nhiên đôi bên giữ miếng im lặng. Không biết Mai quế lộ có hội ẩm với Sake chưa th́.. chẳng lẽ hai loại mỹ tửu này; có đồng độ say và hương thơm.. cũng dễ pha chung lắm ! Nếu không, một ngày gần đây, chắc là X́ dầu sẽ tràn xuống đưa cho dân Khờ me nhâm nhi bát rượu Ngũ gia b́ với khô cá lóc... Lúc bấy giờ th́ say rượu rồi đâu có đứng dậy được nữa để mà đ̣i cái nhà nổi trên gịng sông Tonle Sap..

    Riêng Việt Nam Cộng sản, nay đang cuống cuồng gỡ rối,v́ trước đây cứ đóng cửa im ỉm, dắt nhau nhậu nhẹt whisky, Cognac.. nhắm toàn là bí tết khoai tây chiên, cơm Tàu, Hongkong, gái Thượng hải rót rượu...phè phỡn xong rồi mắc nghẹn quay ṃng ṃng v́ say.. vợ con xúm xít vào nào uống mùn thớt.. nào đánh gió.. lau mặt.. mà vẫn quay ṃng ṃng.. nh́n đâu cũng thấy kẻ thù. Rồi bị tát mấy cái.. làm chợt t́nh th́ nào Formosa.. nào biểu t́nh nào cá chết.. rối như canh hẹ.. Tàu bay tàu ḅ súng ống này nọ đều đi mua băn hết đạn th́ súng thành cây gậy,, hết xăng dầu th́ thành cái ụ chắn đường lại c̣n tàu ngầm ôi thôi nổi lên hét.. máy bay th́ giống như gà gặp ngày mưa xụ cánh !
    X́ dầu cú khệnh khạng với hai cái xọt tênh tênh đi suốt dọc Lào xuống đến thủ đô Pnom Pnenh rồi ra bến tàu Suhanoukville dỡ hàng.. toàn là chum vại đựng tương đem phơi..maays đồng chí Khờ me " hữu hảo!" bằng ḷng rùi mà !! X́ dầu cơm no.. nằm phơi bụng ra.. tắm sông Mekong rồi nh́n qua phía đông Trường sơn.. chỗ ấy phơi quần áo tốt mà, thế là; đại thắng mùa xuân 2017.. có sân phơi tương, có núi mắc áo.. có gạo,, có cá biển Đông.
    Một chút thiếu suy nghĩ, tự ái đỉnh cao, yêu nước thương ṇi..; để kết quả vậy sao ??

    VÁN BÀI LẬT NGỬA.

    Tuy phim c̣n dài, bài c̣n căng nhưng cũng coi như đă lật. Dành phần cón lại cho các chuyên da hóng hớt. Miềng đi nhậu đây. Tái ngộ tại Ś Gềnh in 2019.
